Cold River Press began in 1982 as Neural Impulse Publications, publishing Primal Urge Magazine, The Sacramento Free Press, Sacramento Interviews and Osmose. Several small poetry chapbooks and broadsides were also published under Neural Impulse Publications from 1982 to 1988. Most of these publications were created using standard printing processes. In 1984, Primal Urge Magazine used a computerized design platform to publish, a hybrid mixture of Mac and Osborne computers, making it one of the first journals to publish electronically, long before the desktop revolution began. In 1989, Neural Impulse Publications took on the name Cold River Press and began designing and publishing almost exclusively in an electronic format. The name, Cold River, was in reference to the flow of electronic data through cyberspace, a platform that was then becoming known as "The Internet". Through the early 1990's, Cold River Press helped pioneer the use of digital presses to publish small run books of poetry and prose. It also began using large format printing to produce full color art images, making the reproduction of art an affordable item by allowing artists to print a handful of their prints instead of hundreds. Working as a small press publisher during these times did not produce much income (some things simply never change) so the press supplemented its income by doing commercial work for many large corporations. From 1990 to 2005, Cold River Press operated as both an independent press and a commercial marketing company, serving clientele ranging from Bonnie Belle Cosmetics to Round Table Pizza. It had a large presence on the trade show circuit as well, designing many booths for large shows in Las Vegas and San Francisco. In 2006 Cold River Press began devoting all of its time, money and energy into developing a viable small press publishing company. Publishing quality books from both known and unknown poets and writers has allowed Cold River Press to branch out to international audiences while further developing its national base. Cold River Press authors have been nominated or awarded many prestigious awards, including the PushCart Prize, the Hugo and the John W. Campbell awards, among many others. Dave Boles, Managing Editor and Publisher Submissions for publication are by invitation only.
